You can buy a server and virtual machines with different operating systems and software on it. (VMWare / Xen /...)
The cut should be a lot of memory and multiple processors.
You do not want a server when you have multiple computers to connect to a central disk.
I think what we want is a computer with enough disk space for multiple partitions and install another operating system on each partition, so that when the computer is started, you can boot the operating system.
Not all can run simultaneously, even on a server. If you want to switch to another operating system, you have to reboot and select the operating system to start immediately.
Or you can take a dozen computers, buy one for the operating system, and surround themselves only with keyboards and screens.
